Pitches
I beg to report that an inspection has been carried out of the playing
area in King’s Heath Park, with a view to carrying out drainage work to the
exisiting Football and Cricket pitches.
The work will require:-

I would point out that Agricultural Pipes are still on permit and are
difficult to obtain.
Subject to your Committee’s approval however, and to obtaining the
necessary materials, the work can be carried out by your Department, and would
be undertaken in sections so as to reduce disturbance of the use of the pitches
for playing purposes as far as possible.

following report of the General Purposes and Finance Sub-Committee was
submitted:-
Distribution of Wood Fuel
In accordance with the instructions of your Committee, distribution of
wood fuel to needy persons has been organised through the Birmingham Citizens’
Society at a price of 2/6d. per sack (approximately 1 cwt.).
Distribution centres have been set up at Cannon Hill, Pype Hayes, Ward
End, King’s Heath and Small Heath Parks.
Up to Wednesday, the 5th instant, an issue had been made to
312 applicants, and a total stock of approximately six tons remained at the
various depots. A further stock of two
tons at Warley Park was held in reserve for replenishment purposes. As requested, I have taken up the matter of
the speed of distribution with Mr. Cunninghame of the Citizens’ Society, who
assures me that vouchers have been issued to the value of all stocks held at
the depots, and that no doubt there had been considerable delay in collection owing
to the weather conditions.
Arising out of the above commitments, it has been necessary to purchase
a mechanical saw. I have been able to
purchase a new 36” Estate Sawbench from the Executors of Grosvenor Workman at a
price of £57-17-6. The saw, which is a
useful permanent acquisition, is now operating at Blakesley Hall and is driven
by power supplied from one of your Department’s tractors.
It is asked that my action be confirmed.
Parks and Recreation Grounds – Remuneration of
Officers-in-Charge and Foremen
In my report submitted to you on the 13th January last, I
stated that, as a result of the 6/- per week general increment to the basic
wage of the Manual Gardening Staff of your Department, I should be glad to have
the opportunity of submitting a detailed report upon the position of
Officers-in-Charge and Foremen.
The present wage of a Trained Gardener (c) is assessed at a rate of 30%
above the current basic J.I.C. wage.
Including all increments to date, the basic wage is £3-6-0 (excluding
War Bonus). With his 30% over and above
this, the Trained Gardener (c) is, therefore, now paid £4-5-10. plus a War
Bonus of £1-10-0. making a total of £5-15-10.
It will, therefore, be seen that for the additional responsibility
involved in the nature of the duties, the lowest rate for a Park Foreman should
be somewhat in excess of this.
I have given detailed consideration to the matter, and am of the opinion
that an equitable standard of remuneration for the Foremen and
Officers-in-Charge of parks and recreation grounds may best be arrived at and
maintained by a general grading of parks and recreation grounds into various
classifications of importance. You will
appreciate that this is not an easy task, as though some measure of the degree
of importance of a particular park may be assessed by virtue of the number of
men employed there, other considerations such as acreage, horticultural
importance, sporting amenities, etc., must be taken into account. In view of this, I feel that it is desirable,
even within a particular classification, to allow certain latitude in the scale
of Officers-in-Charge and Foremen.
A scheme involving six grades of parks and recreation grounds has been
prepared for your approval. The Grade 1
Parks are all in the charge of Non-Manual Superintendents. The following three grades apply to parks and
recreation grounds in the charge of Manual Park-keepers. The fifth and sixth grades apply to
recreation grounds only, Grade 5 recreation grounds being those which provide
certain horticultural amenities and Grade 6 being those which may be staffed by
personnel having no gardening knowledge whatsoever. The Grading Scheme recommended for your
approval is attached hereto.
The wage grading now recommended for the Manual Officers-in-Charge and
Foremen of the parks and recreation grounds is as follows:-

Non-Manual Employees in receipt of Emoluments –
Adoption of National Scales
The direction of the Salaries, Wages & Labour Committee has now been
received to the procedure to be adopted in regard to the transmutation of
Non-Manual employees in receipt of emoluments to grades within the National
Scales.
It has been laid down that the salary of the employee upon the old
Council Scale shall be added to the value of the emoluments, and the resultant
gross figure then transmuted to an appropriate grade in the National
Scales. The effect in future will be
that such employees will receive a gross scale remuneration, a proportion of
which will be received by way of emolument and the remainder in cash.
I set out below my recommendations in regard to the employees affected,
in accordance with the direction received.
The transmutations shown should be effective from the 1st
April 1946, and again are subject to detail approval of the Salaries, Wages
& Labour Committee. With the
exception of the Chief Superintendent, who was “ex-grade” under the old Scales,
the remaining employees were previously on special Departmental grades and as
such are not automatic transmutations.
The new scale indicated is, therefore, at the discretion of your
Committee.

of a letter which I have received from the Secretary of the City of Birmingham
Restaurants:-

Dear Sir,
During the discussions between
representatives of the Civil Defence and the Parks Committees, it was agreed
the Civil Defence Committee should as a general principle, with certain
exceptions, undertake the catering in the whole of the Parks and Recreation
Grounds in the City.
The work of adaptation and
re-decoration of those refreshment rooms in parks which have been closed during
the war years is, as you know, proceeding and by the end of the present month,
tenders should have been let for the whole of the work. In respect of those parks where adaptation
was not necessary the Department has taken over the catering and after
experiencing very serious difficulties in regard to the equipment and staff,
which in the main have been overcome, the standard is steadily improving and
with a little more experience, a service worthy of the City should be
available.
It is clear from the experience
which the Department has gained that the Parks Restaurants and Refreshment
Rooms if they are to provide the amenities required, will need to be run on
lines which will necessarily expand the scope and resources of the present
Restaurant Undertaking and arrangements are being made to this end.
The Department will be in a
position within a few months to take over a further number of Restaurants and
Refreshment Rooms in the parks and I feel that so far as we are concerned, it
would be a very satisfactory arrangement if we could have the late autumn and
winter months in which to carry out any re-decorations or adaptations which may
be necessary and also to install any necessary equipment.
I shall be pleased therefore, if
you will advise me whether the Parks Committee will be prepared to terminate
further tenancies, such notices to expire at the end of the September quarter.
On receipt of your reply together
with a list of parks, I will then ask the Civil Defence Committee to authorise
the purchase of the necessary equipment and arrangements can then go ahead in
consultation with your Department for adaptation and re-decoration in the
winter months.

Refreshment Tenancies in Parks and Recreation Grounds
Upon that portion of the Report of the General Purposes and
Finance Sub-Committee relating to catering in parks and recreation grounds, the
following resolution of the Civil Defence Committee was received:-
5619 Resolved:-
That in accordance with the recommendations contained in the report of
the Secretary the Parks Committee be advised that the Restaurants Department
will be in a position to takeover catering in the remainder of the refreshment
rooms in the Parks and Recreation Grounds in the City as from the Autumn of
1947.
After outlining the present position with regard to the
refreshment tenancies in parks, the Chairman stated that the Civil Defence
Committee should take over such tenancies in due course, and it was this factor
which had influenced the Sub-Committee to recommend that a detailed list of the
remaining premises including those embodying living accommodation should be supplied
to the Restaurants Department, in order to assist them in indicating in respect
of which premises they now desired to assume the catering responsibility. It was now apparent, however, that the Civil
Defence Committee were willing to take over the catering in the whole of the
remaining premises.
Upon the subject of complaints which had been received in
respect of catering arrangements generally, however, Councillor Scott stated
that in his opinion the catering at the Plays in the Parks was open to some
criticism. Upon the occasion of an
attendance at Cannon Hill Park, he had been informed that the tea was
unpalatable. He had himself been
supplied with coffee in beakers which were only half full, and without milk or
sugar, and the cakes were not attractive in appearance. He had been informed also that attendants
were given a voucher to the value of 6d payable by the Parks Department which,
at the prices currently prevailing, permitted them to have only one cake and
one cup of tea or coffee. The prices for
tea and coffee at the Plays in the Park were a penny more than the prices for
these refreshments in the Restaurant proper in Cannon Hill Park, and the
Committee were informed by Councillor Wothers that further complaints had been
made with regard to dirty crockery and the unpalatable refreshments.
In view of these considerations the Committee were of the
opinion that it would be expedient that before any further transfer of catering
rights to the Civil Defence Committee was effected an exchange of views upon the
subject generally should take place, and it was suggested that representatives
of the two Committees should be appointed to meet in the near future. After discussion it was -

With reference to your Committee’s Minute No. 7076, arrangements for
instituting this competition have been put in hand. The competition has been restricted to
Birmingham residents, and the area competitions will be held in connection with
the entertainments already arranged as follows:-

Entries close on the 15th July, after which the tunes will be
submitted to a Selection Panel who will choose the most suitable four or six
tunes from each area for presentation at the area competitions. The panel will consist of:-

Mr. Hedley Ward, the well-known Birmingham dance band leader.
Mr. Jack Hill, Radio Pianist.
Mr. P. Garston, Variety producer for the Midland Region, B.B.C., subject
to commitments permitting, will probably serve on the panel.
Dr. MacMahon, Musical Adviser to the Education Committee, was also
approached, and although he was willing to serve, he could not do so owing to
absence from Birmingham during the period the panel will be sitting.
The selection of the winning tune from each area contest will be by the
applause of the audience, as judged by a committee of six, consisting of
members of the Selection Panel and of the audience chosen at random. To assist this committee, an output meter to
measure the volume of applause will be used in connection with the sound amplifying
system. The four winning tunes from the
area competitions will be orchestrated by Mr. Hedley Ward, and will be played
by Hedley Ward’s full Broadcasting Band at the Flower Show in Handsworth Park
on Friday, 29th August. The
method of choosing the best of these four tunes will be as at the area
competitions.
As already authorised, a prize of £5. will be awarded to the winner of
each district competition and the writer of the tune, judged the best at the
final, will receive a further prize of £25.

The schedule shows that King’s
Heath Park had 2 hard and 4 grass courts – none of which were let for the

The General
Manager submitted the following report:-
Temporary Manual Employees – Appointment to the
Permanent Staff
Under the provisions of the National Insurance (Modification of Local
Government Superannuation Schemes) Regulations 1947, the existing Modified
Scheme ceases to be operative on the 1st September 1947 and all
persons becoming contributory employees on or after that date and not later
than 5th July 1948, will in the first instance be subject to the
full Superannuation Scheme. They will of
course, have an option of transferring to the New Modified Scheme, but they
will not have the opportunity of becoming subject to the existing Modified
Scheme.
In order to give as many employees as possible, who would normally be
subject to the existing Modified Scheme, an opportunity of electing to remain
subject to that Scheme, the Finance Committee consider that all Departments
should immediately review the whole of their employees who are not at present
in the Scheme with a view to the inclusion therein of all the suitable
employees.
The undermentioned employees will have completed three months’
probationary service by the 1st September next. Their services have been satisfactory and I
therefore recommend that they be appointed to the Permanent Staff (subject in
the case of the Parks Police to their passing a medical examination) with effect
from Monday, 25th August 1947.

Refreshment Tenancies
Consequent upon agreement reached at a conference held between
representatives of this Committee and representatives of the Civil Defence
Committee on the 28th July last, notices to quit have been served
upon the tenants of the remaining refreshment rooms under the control of this
Committee, with the exception of the “Old Rose & Crown”, Lickey Hills.
The notices, which were served upon the tenants on the 5th
September, 1947, require them to deliver up possession of the premises by 25th
December, 1947, and the following premises are affected:-

In connection with the report of the Recreation and Entertainments Sub-Committee,
the General Manager submitted the following report:-
Plays and Entertainments in the Parks, 1947
(This is a very long and detailed report; only items relevant to this
study have been transcribed.)
With regard to the plays and entertainments given in the parks this
year, the Committee organized a ten weeks’ season from the 14th June
to 23rd August. This was one
week longer than the 1946 season. Plays
in the Parks were performed at Cannon Hill, Lightswood and Handsworth Parks for
three weeks at each park with an extra “request week” at Handsworth Park. Ten of the principal parks were used for the
other entertainments and these were given for periods varying from ten weeks at
Small Heath Park to three weeks at Aston Park.
Weather conditions were much better this year, and although some
indifferent weather was experienced during the early part of the season, very
fine weather was experienced during the last four weeks.
The following is an analysis of the weather conditions experienced
during the ten weeks’ season of plays and entertainments:-

Very loyal support was given this year by the Parks Staff and the
voluntary helpers. We were fortunate in

conveying the thanks of the Committee for the valuable services rendered.

Plays and Entertainments in the Parks, 1948
On the assumption that your Committee will want to undertake the production
of plays and entertainments in the parks on the same lines as in previous
years, the following dates are submitted as the suggested programme for the
1948 season:-

The total number of weeks suggested is the same as last season, but the
number of weeks at individual parks has been adjusted so that not more than two
parks commence on any one Monday. In the
light of experience gained in previous seasons, this is found to be the best
arrangement as it allows contractors plenty of time to install their
apparatus. It is suggested that the
programme at Aston, Sparkhill and King’s Heath Parks should be lengthened in
view of the increased support given by the public at those parks, and that the
programmes at Lightswood, Handsworth and Ward End Parks should be reduced
because they did not receive so much public support. ……………………
It is desirable that the dates of the proposed programme should be
decided as soon as possible, so that advertisements may be issued at an early
date inviting bands, concert parties, etc., to submit their quotations and
available dates for the season.
